Technical writer
Lead writer of the technical approach for USAID proposals. Prepares the outline, conducts desk research, participates in design and strategy sessions, and incorporates feedback from reviews. Submits drafts according to agreed upon deadlines, within page limits, with correct formatting. Contributes to graphics and prepares simple graphics such as tables. May conduct in-country research. May receive input from other experts. May write other sections such as management, staffing, personnel, monitoring and evaluation, and executive summary.
Recruiter
Full scope recruitment for any proposal, project, or HQ role. Candidate sourcing, vetting, screening, interview, references, and documentation for salary negotiation. Negotiation and salary offer should follow the guidance of the organization. Recruiter should keep information about the recruit in a tracker and document folder and present updated information to the organization on an agreed upon schedule. Recruiter may be responsible for writing CVs, preparing staffing tables, or writing personnel sections. Recruiters may have access to a recruitment software license from the organization.
Proposal Manager
Editor
Copy editing, formatting, substantive editing, and final document production for large complex multi-section proposals to USAID and other donors. Editor may be responsible for cutting length by 10-15% without meaningfully changing content.
Proposal Reviewer
Proposal reviewers provide substantive, strategic, reviews of proposals to USAID and other donors. Reviewers closely review the solicitation documents to understand donor requirements, review draft, and provide feedback aligned with the goals of the stage of review. Reviewers submit a memo with their findings, in the format requested by the organization and by the review deadline. Reviewers typically also participate in an oral debrief. Reviewers may be required to submit a makeup of the proposal in addition to a memo.
Cost Preparer
Cost preparers prepare a full cost volume of a proposal to USAID or other donor using the format required by the donor and organization. Cost preparers are fluent in the regulations and policies that govern the budget and incorporate those requirements into formulas. Cost preparers also prepare full cost notes incorporating the policies of the donor and the organization.
Proposal Lead
The proposal lead is responsible for the strategy of a proposal to USAID or other donor. Working within the authorities of an organization, the proposal lead determines partners in a consortium, a technical strategy, win themes, and makes key decisions such as personnel selection.
Proposal Coordinator
The proposal coordinator provides systems, administrative, and logistical support to keep the proposal team on track. They manage the proposal calendar, team meetings, distribution of documents, and communication of updates from the proposal lead and manager.
Local Recruiter
The local recruiter recruits candidates for proposals or project in-country. They meet with candidates in person for interviews and manage the full recruitment process of in-country candidates.
MEL Plan Writer
The MEL Plan Writer is the lead writer of the monitoring and evaluation plan including any required annexes or attachments, such as indicator reference sheets. They do any necessary research including reviewing the technical approach and speaking to the technical writer. They outline the section, do any necessary research, write the section, and submit a draft on deadline, within page limits, incorporating input, and with correct formatting.
Other Section Writer
Other section writers are the lead writer of the assigned section which may be Personnel, BIP/MP, Management, or Corporate Capabilities. They outline the section, do any necessary research, write the section, and submit a draft on deadline, within page limits, incorporating input, and with correct formatting.
