In most cases your client expects you to use all of the allocated LOE and they may view your consumption of LOE as a measure of your progress. You should plan to use all of the LOE within the period of performance.

If you think you will need additional LOE, you must alert the client and Keylime in advance. In some cases the client will approve additional LOE. In other cases it will not be possible and they will ask you to handover your work. Keylime cannot compensate you for any hours that you bill above the contracted LOE, so if you need additional LOE you must alert the client before you exceed the ceiling.
